Question: I have recently developed easy forming cuts/marks on the tops of both hands (especially the right one) I'm right dominate (just from every day normal use). And now a blister poping up on my right index finger?

Hi,

It seems to be eczema.
If I was your treating doctor I would recommend you to apply potent topical steroid like clobetasol propionate cream on the affected areas twice daily along with frequent and liberal application of a moisturizing cream containing white soft paraffin on the entire hands 3-4 times during the day.

Steroidal preparations are prescription drugs and you need to see the doctor in person to get them.
If associated with itching take antihistaminic like tablet cetirizine 10 mg once or twice daily depending on the intensity of itching.
Also keep your hands moisturized and stay away from harsh soaps and chemicals.
