Question: I have small white bumps on the where my upper and bottom lip connect on the side. It is on both sides. I have Hpv could this be a continuation on my lips?

The white bumps on the side of your lips are not related to HPV ,they are not warts.
These bumps are very likely to be Fordyce spots ,which are normal sebaceous glands.They are normal findings on body ,they are not infections and do not require treatment.
If they represent a big problem for you (just as a cosmetic problem) there are some options to treat them like :electro desiccation, pulsed due laser etc.
I would suggest to consult your physician or a dermatologist to confirm the diagnosis and to suggest you the best option to remove them or make them less obvious.I repeat that they don't require any treatment and usually doctors advise against treatment.

Do they ever go away or only get worse? I feel it is irritated on my upper lip towards the center. it looks like the same dots though only these ones are a little irritated would you recommend a herpes test?

No,usually they don't go away.They can stay like this or get worse over time.
It doesn't seem to be herpes.Usually herpes has a unique patern of a cluster of vesicles so it is hard to confuse it for something else.
I don't think you need a herpes test.
Even if you do a herpes test most likely it will result positive for HSV1 because the majority of people get infected from this virus in early age and this is common.

Right now it doesn't seem to be a herpes outbreak.They are just fordyce spots.
A physician can confirm it with a close evaluation of the lesions.They are very characteristic so it is hard to get confused with other diagnosis.

my genitals are covered in this same kind of spots. I read that forcyde spots can be there as well? I have hpv and try to treat it a number of ways. it appears a lot of them are like these forcyde spots and aren't bumps like the other spots that I know are warts. is it possibly to have these same bumps on your genitals and is the same treatment just nothing or lasers?

Yes, fordyce spots are very common found in genitals ,more often than in mouth.
They are normal findings and don't cause any harm at all so you don't need any treatment for them.
Usually these spots are very easy to diagnose and warts are very different so there is no way to confuse these 2 different kind of lesions.

The options of treatment are the same :
-Electrosurgery
-CO2 laser
-photodynamic therapy
-bichloracetic acid
-micro-punch excision surgery
-isotretinoin
I would suggest to consult a dermatologist to find the best suitable treatment for you.
