Brief Answer:
it is possible

Detailed Answer:
Hello,

it is possible for these drugs to cause such symptoms but you won't be sure until other causes are excluded.

Metoprolol may cause "heavy legs" as a side effect but if you didn't start it very recently it's unlikely to be the real cause.
Hydrochlorothiazide may cause this symptom as well either by reducing the blood pressure to low levels or by inducing hypokalemia. Hypokalemia may cause muscle weakness. Checking your blood potassium levels should suffice to find out. .0

Finally, any blood pressure lowering drug may cause weakness when the blood pressure is low. The most common presentation is with postural hypotension, that is induced hypotension when assuming the upright position.

Other potential causes may include disorders irrelevant to the drugs like anemia, arrhythmia, other electrolyte disorders, decline of renal function, etc. Your primary care physician should examine you and order the necessary tests to investigate the cause.

I hope you find my comments helpful!
Kind Regards!
