Brief Answer:
Yes, you need to consult a neurologist

Detailed Answer:
Hello Dear? I want to know your condition in detail. Is it that you are having spasticity of muscles? since how long you are having?

Spasticity occurs when the nerve impulses that control muscle movement are interrupted or damaged. A variety of conditions can cause this, including:

1. spinal cord injury
2. brain injury
3. diseases such as amyotrophic lateral sclerosis (ALS) and multiple sclerosis (MS)

You need to meet a neurologist who will take detailed history, do physical examination and may order for investigations like CT scan if required.

Hope i have answered your question. Feel free to contact me if you have any more questions. I ll be glad to help you.
All the best
With warm regards
