Brief Answer:
Balanitis

Detailed Answer:
Hi,

I suppose you are talking about balanitis. Though the causes are varied for balanitis including trauma, infection, friction. I would suggest to apply a cream which has all these generic drugs in it, E.G CBN brand or anything similar.
Beclomethasone dipropionate 0.025% w/w, clotrimazole 1% w/w, neomycin 0.1% w/w.

Wash the area with clean, cool water with soap. Apply this cream thinly twice a day for a period of 15 days or till you see normal skin.

If this does not get better you should see a Dermatologist for examination.
