Thanks for your query.

It seems like lichen simplex chronicus. A clinical examination is needed for exact diagnosis.

It worsens with itching. It gets better with local corticosteroids. I would suggest a hydrocortisone 0.1% cream to be applied twice a day for 3 days and then occasionally when itch is there. It should resolve the itch and clear the rash.
