Brief Answer:
Consult with ENT Specialist

Detailed Answer:
Hi Sir,
I have gone through your query; and suggest you that your wife should consult with ENT specialist to rule out the cause of spotted blood in saliva by examining oral cavity, pharynx, larynx and nose.

For this your wife may go for anterior rhinoscopy, posterior rhinoscopy, nasal endoscopy, laryngoscopy and X Ray chest if needed.

If your wife is suffering from the common cold then pharyngitis may be the cause.

Thanks
