Requires evaluation

Detailed Answer:
Welcome to Healthcaremagic.
Hi, I am Dr Anshul Varshney , I have read your query in detail , I understand your concern.
Severe Headache, Neck Stiffness and Vomiting are definitely a sign of Meningitis. However , in most of the cases it is associated with Fever.
If there is no fever then we evaluate for Sub Arachnoid Hemorrhage.
In my opinion, if you have fever you should report immediately to your doctor who would post you immediately for a CT Head followed by Fundus Examination followed by Lumbar Puncture and evaluation if required.
These antibiotics may not work, if you have meningitis.
In my opinion, you need an immediate CT Scan done.
This is my personal opinion based on details available here. If you still have any other query, you may please ask me.
Stay Healthy.
