Brief Answer:
It is not universal.

Detailed Answer:
Hello XXXXXXX

Generally, low intensity exercise causes decrease in blood sugar level.
whereas high intensity exercise (which sometimes can even be walking for some individuals who are not accustomed) can have a tendency to increase blood sugar.

It can also be explained by"the XXXXXXX effect". This is a normal physiological state caused by the release of stress hormones early in the morning.

It also depend upon whether person has taken meal or not before exercise.
If person has not eaten any food, lactose(sugar) is secreted by the muscle to give energy to the muscles. If this sugar is not used up during exercise then sugar is still in the blood and will test higher for an hour or so before being used up by other bodily activities.
If person has taken food before exercise then sugar from the food intake will take care of the needs of the muscles and get used up before the muscle needs to secrete lactose so the blood sugar in the blood will test slightly lower values.

Hope I have answered your question.
Further queries are most welcome.
