Thanks for uploading the images. Based on the images you sent, its Atopic dermatitis. Treatment options mainly include moisturizers like Petrolatum, topical steroid ointments like Hydrocortisone or clobetasol which you are already using.

For severe recurrent disease Tacrolimus and pimecrolimus or omalizumab which is a monoclonal antibody against Ig E, can be considered. As there is exposed area devoid of skin , so topical antibiotics should be used for prophylactic measures to prevent any complications of staphylococcal infection. Antihistamines can be used for associated pruritic flares. Acyclovir , probiotics and Ultraviolet light A, B therapy has also been tried with some benefit. You can ask your local treating doctor about those option.

Try to keep the peeled off areas dry with least exposure to water as possible. Use a hypo allergenic soap with moisturizing agent.
