Brief Answer:
yes it is correct

Detailed Answer:
Hello

Your doctor has done the right thing by doing the surgery to secure the airway.

Many patients with cancer specially throat cancer develop narrowing of their airway during radiation and can develop respiratory failure. Hence it is always advisable to secure the airway before starting radiation specially in patients with already compromised airway like your husbands.

Please dont worry he will be fine after the radiation.

Thanks
