Question: in my right ear I have a slight stuffy feeling and can hear my pulse though my blood pressure is 130 / 85

I have gone through your query.

A condition called tinnitus causes unusual sounds in the ears: high-pitched hisses, lower-pitched buzzing sounds, clicking. This is a remarkably common problem.

Tinnitus can be caused by inner ear problems or problems of the eustachian tubes.
The most common cause of tinnitus is eustachian tube dysfunction. The eustachain tubes connect the ear to the nose. Blockage of these tubes results in fall in the middle ear pressure resulting in tinnitus. Eustachian tubes get blocked due to allergy or infections.

I would like to know do you have cold or sinusitis?

Eustachian tube dysfuction usually gets corrected on its own in a few days. I would start you on decongestant nose drops to open the tubes. Instill 3 drops of otrivin in each nostril 3 times a day for 6 days and follow it up with steam inhalation with few drops of eucalyptus oil in it. You can also do valsalva exercise daily to open the tubes, details of the exercise can be found on youtube. Drink lots of water especially warm water and stay away from air conditioned rooms.
With this measures you should be good.

i have tinnitus... long term.... the issue is I can feel and hear my pulse in my ear... this is different from the normal tinnitus ringing.... the only other symptom is the slight stuffy feeling in my ear that is like ear infections (or like a stuffy nose feeling, just in my ear).... this is coming and going over the last several hours. is feeling & hearing my pulse in my ear due to congestion in the ear.... if
so I assume that it will clear in a couple of days....

Sometimes the pulsatile Tinnitus do occur with blocked Eustachian tube. It should subside with above mentioned measures.
If it persists after a week or intensifies, I would suggest you to visit ENT specialist.
