This lump is a ganglion cyst. Its a benign lesion filled with clear gel-like fluid. Such cyst appears as a herniation coming from the joint or ligament. It does not turn into anything malignant. The only problem it gives is pain.
The best treatment is its removal. Fluid drainage or steroid injection can be also tried, but very often after such treatment the cyst recurs.

General surgeon is the right doctor to visit.
