Question: I have neuropathy and my feet are numb and I poured boiling water on my foot and I have a blister on my toe.
What should I do?

If I was your treating doctor I would recommend you to apply a topical antibiotic and steroid combination like cortisone cream and neosporin ointment on the blister twice daily for 7-10 days.
This should subside it.
