Detailed Answer:
Hi,

Welcome to HealthCareMagic.com I am Dr.J XXXXXXX Anto Bruno Mascarenhas, and I am here to help you. I have read your question with care and understand that your daughter had her eyes flickering back and forth horizontally for 15 seconds, nausea and vomiting...this lasted for 2 hours...no fever...felt better standing, then laying down became dizzy again and nauseous

This is Horizontal Nystagmus. This commonly occurs in
1. Cerebellar Dysfunction
2. Dysfunction of Vestibular Nuclei or Vestibular Pathways
3. Problems in Horizontal Semi Circular Canal

Your daughter needs to consult a Neurosurgeon at the earliest for
1. Clinical Examination
2. Fundus Examination
3. Examination of Vestibular System
4. MRI Brain
5. Other Investigations like Angio, if indicated

The treatment will be Based on the findings of the above evaluation
