Welcome to health care magic, I share your concern and I will try to help you out in best possible way.
dry mouth and sticking of tongue to the roof is most probably due to increased thickness of secretions causing sticky and dry oral cavity. As you have mentioned, if you are consuming excess of water, then we should look for other reasons for reduced secretions or thick secretions, like electrolyte imbalance etc.
But I also need to know few other details regarding your health like,
since when are you experiencing this condition...?
how is your urine output.. how many times will you have to pass urine per day..?
do you have chronic cough..?
do answer all these questions. Will be awaiting your reply.

Detailed Answer:
Welcome back.
After going through the info you have given, I am of the opinion that there is a need to test electrolyte levels in blood serum and saliva as there are many conditions which cause such imbalance. However all these findings require clinical correlation for better diagnosis and clinical management. Hence, apart from suggesting few investigations I also recommend visit to a physician .
