Detailed Answer:
Hi and welcome.

It looks like basocellular carcinoma to me and biopsy or complete surgical removal should be done, especially if there was growth and colour change were present recently. It may also be benign skin lesion such as hemangioma, but in every case, it should be ruled out by biopsy and dermatologic examination.
