Question: Worried I might have oral cancer. I'm a non smoker. I am a 36 year old female. I don't have dental insurance at the moment. Need to know next step. ENT?

Hi and welcome to HCM..

This should be definitely evaluated and biopsy should be taken. At this photo it looks to me like possible lesion due to HPV infection which may be precancerous or this may be sign of planocellular carcinoma. These are worst options and it can always be just irritation, allergic reaction or polyp.

To clear this out , you need to see an ENT or maxillofacial surgeon.
