Is O2 Saturation Level Of 82 A Cause For Concern?

Question: my husband has copd and is on oxygen, breathing treatments. what is a good level for him to stay on. the meter will show 82 and he is totally panicing. when it is 92 he is confused and has seeing issues and can't remember things but it also happens when it is too low as well. Help
