Hello dear, welcome to Ask a doctor service.
I read your query and here is my advice.

I see the photo you attached and I think you are having folliculitis or inflammation of the hair follicles.
I see that you have shaved the hair on that part of skin and it has probably been the cause of infection.
I can recommend you to wash it well with soap and water. You can apply any over the counter antibacterial cream.
I can suggest you to take an antibiotic and corticosteroid cream such gentamicine and dexamethazone to apply over it.

Hydrocele and spermatocele can dissappear on its own in some cases and they do not affect sperm count in most of cases. Also as your urologist says you don't have to worry about it I don't think this will affect sperm count.

Also am due to get married in XXXXXXX Would u say I don’t need to worry about fertility or anything like that? For sperm levels to go to optimum would you say I need abstinence for around 3 months as it says it can take up to 3 months for sperm to be made ?
