Question: Hello! I’ve been having extreme itching and redness near my vulva, and hydrocortisone isn’t helping. I was wondering what the issue may be?

The most common cause of itchiness and redness in the vulva at your age is a yeast infection. So that is why hydrocortisone doesn't help.
Consider using ketoconazole 2% cream once per day for 5 days. Or a single tablet of Fluconazole 150 mg if you do not have liver problems (may need a prescription from local physician).
