Brief Answer:
Alarming

Detailed Answer:
Hi, Welcome to HCM,
HIV transmission will occur if you will come in contact with blood of an infected person. Only touching the blood does not transmit the HIV, there must be a breach at the contact site. Penis generally gets traumatized and erosions are there after sexual intercourse.
If you know the person (with whom soaked blood you get contacted) and he is HIV negative, nothing to do.
If you don't know, I will advise you to go for Post Exposure Prophylaxis with antiviral drug, it should be started as early as possible (preferably within 6 hour of exposure).
Nucleic acid amplification test for HIV can detect HIV infection early.
Hope this is helpful.
Thanks
