Detailed Answer:
Welcome to health care magic, I share your concern and I will try to help you out in best possible way.
There are many conditions that may cause bumps to appear on your inner thighs. Some of these conditions are mild and might not require medical attention. Others may be more serious and could require medication or other medical intervention in order for them to go away.
A common cause of blackheads or red bumps on the inner thigh is hidradentis suppurativa. Lesions stemming from this disease will often break open and leak pus, which may lead to an unpleasant odor. These are caused by oil and dead skin cells blocking the hair follicles on the legs that then become infected with bacteria.
A similar condition, folliculitis, can cause red bumps along the inner thighs. This is caused when bacteria disturbs the hair follicles, causing them to become inflamed. This may also result in painful, itchy boils developing on the area.
Some viral infections can lead to warts appearing on the inner thigh.
Sometimes due to chafing of inner thigh during walking or running causes such tiny bumps.
Hence i recommend you to upload photographs of bumps in your inner thigh so that I can examine them and give you suitable advice.
Awaiting your response.

doc, I would send you a photo but there is very little to see when I take a picture. The bumps are so small that they don't show up. some have a hair in the middle which made me think folliculitis but its no getting better. There is nothing coming out of the bumps, no puss, liquid or waxy substance of any kind. I have not had any trouble urinating and have seen nothing on my penis. the bumps don't really hurt until they get rubbed by underwear or I sit for awhile. sometimes it feels a little like a pin prick but nothing that I would consider painful, more uncomfortable. does this help?

Brief Answer:
find the answer below.

Detailed Answer:
It seems like contact dermatitis caused due to chafing of inner thigh region.Or due to friction of inner thigh.
The solution is using sports underwear( boxer brief or trunks) made of a non friction material, which not only reduces those symptoms but also makes those bumps go away. Also keep the area dry by applying talcum powder.
