Yes, a rough masturbation can lead to a temporary swelling on the penis.
The slight sting on peeing can be due to the hard masturbation causing mechanical trauma to the interior of the urethra or because of pre-existing urinary tract infection.

Take care next time to be doing this mildly, use some good lubrication like coconut oil or KY jelly, well lubricated condoms.
Take plenty or oral fluids.
Do not do masturbation or sex till the swelling is completely gone and there is no discomfort in the penis or the urethra.

Do not worry, this gets healed up very fast.
