Yes,SVT or supraventricular tachycardias are independent risk factors for cerebrovascular accidents.They are well known to cause ischemic strokes as well as transient ischemic attacks.
This applies even to other supraventricular arrhythmias except atrial fibrillation and atrial flutter(which have hallmark associations with stroke).

There is no test that can establish SVT as a cause of TIA.It is the clinical background and clinical correlation that has to be considered.Many of the etiologies in medicine are diagnosed in medicine clinically and not with investigations.However,2-D Echocardiography(ECHO) will be supportive for this.
