About using Elocon on pimples: I would not do this. Elocon is a topical corticosteroid (mometasone). This is useful for decreasing excessive inflammatory reactions by turning down the immune response locally.

Mometasone is a fairly strong (medium to high strength) corticosteroid and can cause skin thinning/aging over time.

If you have very bad acne and 4 weeks of benzoyl peroxide has made no change, then it is time to consult a dermatologist as there are better things to try specifically for acne than a corticosteroid.

Hydrocortisone is a milder corticosteroid than mometasone so it would be somewhat safer.

Corticosteroids are not a typical medication used for pimples. I suppose if there is a lot of inflammation it might help, but there are better medications to use.

Usually, if benzoyl peroxide doesn't work, a dermatologist may prescribe a retinoid such as Retin-A. But it depends on the type of acne and factors that are causing it.
