Is Cramps ,tender Breasts A Pre-menstrual Symptom ?
I haven't had my period in over a month. This morning, I woke up with mild cramps, the type I usually feel before I get my period. My right breast has also been feeling very strange (random, dull aches ) and my right nipple gets stiff, then goes back to normal. It s also somewhat tender to the touch. Is this a pre- menstrual symptom. I m sorry, I forgot to mention that I am DEFINITELY not pregnant . And I have had missed periods before.

The symptoms you mention are typical premenstrual symptoms.
As you said it is about a month back you had your period, this may well be, that your next period is on it's way. If you do not get your period within a few days, and if there is a possibility that you could be pregnant, then you should get your pregnancy test done.
If you are 100 % certain that you could not be pregnant then you need not worry about that.
