Have Anal Fissures, Scar Tissue. Appropriate Procedure By Gastro Doctor?

I thought I had severe hemorrhoid pain, so I went to a gastro specialist. During the exam, he determined I had anal fissures. He told me I had a very bad case of them with lots of scar tissue and said he wanted to try to prevent a need for surgery by stretching/breaking some of the scar tissue so it would heal properly. He proceeded to insert his fingers into my rectum to do this, The pain was so severe I began crying. He tried 3 times and on the 3 time I literally began screaming from the pain. I have been told this was an inappropriate exam and that I should report this doctor. Within 2 days of the exam the pain was so severe I almost went to the ER. I have since been prescribed appropriate medication and am being treated by a surgeon and am hopeful I will finally begin to heal properly. Was the procedure the gastro doctor performed appropriate?
