Dry, Rough, Itchy, Red Patch On Lower Lip. Is It Fever Blister?

My son has a dry, rough, red patch on below the corner of his lower lip. I was first treating it as a fever blister but it will not go away. It improves over night and looks better in the morning, However when he comes home from school, it is as dry and flaky as the day before. I am concerned. He says that it isn't tender or itchy. What could this be?
