Advice For Cyst Like Swollen Blister On Lip Line For 13 Years Old Child

I have a 13 year old daughter with very clear skin. But two days ago she had a bump come up on the outside of her lip line of her upper lip. It kind of looks like a cyst. It does not have a "head like pimple or nor is it blister like a fever blister. What could it be or what should I do? It is swollen like a fever blister and sore just to the touch.
