What you are describing could be a few things. It could be essential tremor, an asthma attack, or Parkinson's disease. However the MOST LIKELY thing is anxiety or a panic attack. This causes shaking hands and shortness of breath and significant anxiety. This can be helped in the short term by breathing into a paper bag. Long term treatment includes psychotherapy and treatment with an SSRI antidepressant.
