Brief Answer:
Most likely a viral URI or other irritation.

Detailed Answer:
Hello and welcome to HCM.

If you do not have a fever or feel overall unwell, most likely your scratchy throat is from either a viral upper respiratory illness/cold, or an irritant, or post nasal drainage if you have allergies.

Strep throat usually causes pus on the tonsils or back of the throat as opposed to one white dot. However if your throat is very painful and it looks like pus back there and you have a fever, then do go in to an urgent care clinic or doctor's office for a throat swab. This swab can then be used for a rapid strep test which can be done immediately in the office, and if negative, it can be sent to a lab for a "culture and sensitivity". The culture grows whatever bacteria may be present and then the lab can test it for sensitivity or resistance to various antibiotics.

If you do not have the symptoms described, sip hot tea, broth, soups, honey as these will make the throat feel better.

A small white dot can be from a variety of innocuous things.

I hope this information helps. Please let me know if I can provide further information or clarification.
