What Is The Treatment For Penis Problems?

Hi, I am 17 years old and I think there is a problem with my penis. There is a segment of skin connecting from the Meatus of my penis to my foreskin and it is making it annoying to pull back my foreskin all the way and when I do try, it pulls the tip of my penis down. Over the years I thought it was just something that could happen from being uncircumcised but now that I look into it more, it doesn t seem natural at all. So can you tell me whats going on?
