Hi welcome to the health care magic

Your friend having hepatitis B and C infection induce liver cirrhosis and diabetes as well

So it is under high risk group...

For cirrhosis to reduce portal hypertension if needed beta blocker might prescribed

For ascites diuretic drug prescribed and Low salt diet taken

As having diabetes immediate TIPSS like procedure also not possible

Five year survival rate here seems very less, clinical follow up needed regularly

Discuss treatment plan and prognosis of your friend with treating gastroenterologist after his clinical examination and laboratory work up

Take care
