General & Family Physician 's  Response
Hello
As you mentioned that your father is having R L S (restless leg syndrome ) from last 20 years and now , he is walking & speaking in sleep , yes these two symptoms are also due to R L S.
Patients with this sensory-motor disorder reports a creeping or crawling dysesthesia deep within the calves or feet or sometimes even in upper extremities .
The symptoms of RLS are exquisitely sensitive to dopaminergic drugs e.g. pramipexole 0.25-1.0 mg in the night or ropinirole 0.5 to 4.0 mg in the night ).
Since these drugs are prescription medicine ,so consult a physician and get his opinion .
Good luck.
