Urine cytology is normal as it does not show presence of malignant cells, but it does not rule out the cancer or malignancy. Just, it rules out that there is no surface malignancy in the urinary bladder, ureters, urethra and renal pelvis. If a malignancy is being suspected, further evaluation by imaging modalities like CT or MRi is required to know the site and extent of the disease.
