First of all, no need to worry about tuberculosis as his AFB (acid-fast bacilli) is negative. Since he was worked with dirt, the possibility of occupational lung disease (silicosis) is more likely.
So, it is better to consult pulmonologist and get done CT scan of thorax and bronchoscopy. This will be more informative for diagnosis.
