What Does A Red Rash On The Penis Indicate?

Hello. I am a 28 year old male who has had this red looking rash on the tip of my penis for about a year now. I am not sexually active and have not had any sexual encounters in the past. My penis does not hurt, or burn. I thought it could have maybe been some type of fungal infection so i took a 150mg Fluconazole tablet which had no effect on the redness. In addition, I also have used Clotrimazole cream to help decrease the redness however that did not work either. I do not use scented soaps or shower gel to bathe with because I read this could cause further irritation and inflammation.
