What Does A Lump On The Right Arm Indicate?

Ive got a lump in my vein in my right arm. I am an iv user but do not use this area. It isnt tender or sore at the knot but seven inches above in the inside of the crease of my arm it is a little sore where I have used... Should I seek emergency care?
