What Do Small Spots On The Lower Legs And Chest Indicate?

My 15 year old has small spots on her lower legs/feet and some around her neck and chest. They are not raised bumps or a rash but look more like small blood spots beneath the skin. She has not taken any new medications, foods, or soaps/detergents that we know of. No extreme exposure to the sun or lemons/limes.
