What Do Red Bumps On The Hands Indicate?

my 17 year old daughter gets small red, non-itchy bumps on the tops of her hands when we go on vacation (yearly) to Florida (we live in Wisconsin). They seem to get worse each year... her hands are covered this year and she even got some on the top of her feet and on her knees. We got home today and they already seem to be getting better. How can we prevent this next year?
