What Do Rashes On The Face, Neck And Forearms Indicate?

my 16 yr old son woke up with a rash on his face neck and forearms. He has seasonal allergies, but only takes Benadryl if needed. He does have ecxema, but this looks different. The rash is smoothe, but is causing swelling around eyes, mouth and nose. He is complaining about diaharea, headache, and burning right before a new spot appears.
