What Do Rashes On The Chin, Cheeks And Upper Back Indicate?

Hello, I have developed a rash on my neck, which has spread to my chin, cheeks, chest and upper back. It does not itch like it would if it were allergies, it stings and if I get warm or anxious it stings and flares up more. The doctor just gave me a steroid cream and told me to take benadryl, which has not helped at all. I have no clue what it is. I have not done anything differently, so I just cant imagine what it could be.
