What Could It Be If Having A Foot Blister That Has Not Healed In A Year?

I have a question about a foot blister. Might be a fungus of some kind. It just looks like dead skin, but is centered around a few specific spots (3-4 mini holes) and has not healed in about a year. Just recently it feels to be getting deeper. I have a photo if I can send?
