Hi
Hemangiomas are noncancerous growths that form due to abnormal collection of blood vessels. They are usually congenital and often found on skin or some internal organs like liver. Most hemangiomas on skin of babies disapear by age of 10.They are usually small but in some cases, may grow large or develop lesions(wounds) and may need drugs including antibiotics or may need to be removed. The wounds on the testicles of your child at the site of a hemangioma is possibly on of the evolutions i just listed up.I will advise you get to the pediatric surgeon again if it does not evolve well on the treatment you are taking.Other treatment options like removal maybe considered if the lesions can not be controlled with antibiotics drugs and local cleaning.
Hope my answer will help you
Best regards
