Hi
Thanks for posting on ahcm
Sore penis skin and deep pain while passing out urine may be caused by a UTI or an STI.An STI work-up with a urinalysis may help identify the cause. Also, your descriiption of the white substances is not very clear. It may due to an infection(local bacterial or fungal infection) or just due to poor hygiene.I will recommend the following:
-Good genital hygiene
-Then see the Doctor for examination. If an infection is in cause, drug may be prescribed to take care of the situation. It may not be related to your diabetes history.
Hope this will help
Wish you good health
