What causes small itchy red dots on face and neck?

I get small itchy red dots on my face and neck. They have a tiny white dot in the middle, so I thought they could be some type of bug bite, like maybe even bed bugs. But only one ever appears at a time, and always on my face or neck? What could they be?

Hello,

The symptoms can be related to bed bugs. I recommend using a mild cortisone cream for local application such as Hydrocortisone cream. I also suggest to use an antihistamine such as Cetirizine 10 mg daily. Cold compresses can also be helpful.
