What Causes Shortness Of Breath In Case Of Heart Failure?

My sister went in to get her gallbladder removed and she stopped breathing twice during the surgery. They had to stop due to it. They found out she has an enlarge heart, heart failure, and 15% of the heart is working. She has a lot of fluid on her. You can hear it when she breathing. She is always trying to catch her breath. What does that mean

It is really unfortunate that your sister develop such a condition. The working of heart is normally 55-70%. At 15% we consider it's functioning to be functionally severely abnormal. The accumulation of fluid is due to failure of heart. The noisy breathing is due to accumulation of fluids in lung.
She should be seen by a cardiologist and the cause of low pumping should be evaluated. She should also receive standard treatment for heart failure.
