What Causes Rashes On Waist And Ankles?

Hi, the past couple of months I have noticed hickey like marks appearing, there are a few on my waist so I assumed someone had pinched me and it has burst a vessel on some sort. But now another has appeared on my ankle. They don t hurt, they don t scratch and are red and round. Any ideas what it is?
