What Causes Persistent Fever While Suffering From COPD?

My 81 year old mother is experiencing a low grade fever for about 2 weeks. She has had a blood test and urine test and nothing significant shows. She has COPD and just feels SO sluggish? Any other ideas what may be contributing to her low grade persistent fever?
